Based on input from current students alot of factors can cause delay in decision (interview or admit) as your profile readers are admission officers who may be travelling or unavailable because of private or work related reasons (btw I submitted my application on 11th April i.e. last day of deadline).
On your second question, Europe in general is not doing good (known fact) and job opportunities are scarce compared to Latin America, Asia and Africa (growing trio). Nonetheless, INSEAD is a top school and most of graduates fly out to different locations(Asia, UK, Europe & US) for jobs/career growth given its brand name (important criterion). I don't think socialist government will have noticeable impact on INSEAD candidates job prospects given Europe's already strict visa norms but if you can clear interviews, companies will always manage to get visa for you. I work for a top multinational and they manage to get my visa despite all odds in Belgium
In nutshell, if you have the right skillset and talent, INSEAD MBA can only open more doors for you across globe even in crisis ridden Europe
