(B) The online process offered by Broad Street allows restaurateurs to
better customize their purchases and specify more precise delivery schedules. - Does nothing. Dismiss.
(C) Broad Street is known throughout the restaurant supply industry as
a leader in customer service.- Out of scope. Dismiss.
(D) Declines in sales across the restaurant supply industry usually stem
from smaller average orders placed by each restaurant, but one-quarter
of Broad Street's previous customers placed no order at all last year.- Bingo ! This statement shows that decline in sales leads to smaller average orders (causality). But, as 1/4 of its customer's placed no orders at all, hence declined sales cannot be the reason. This undermines VPs statement. Correct.
(E) Many restaurant supply companies have switched from pen-and-paper
order forms to an online process. - Does nothing. Dismiss.

What you are trying to do is weaken the conclusion, that is not what the question stem asks you to do. The argument and the the question stem are paramount in critical reasoning. Had the stem asked you weaken the argument or the conclusion, you still could have considered E, but not in this case. Hope i could be of help!!
