"And another" is not inherently redundant. However, here "another one-third" doesn't make sense. We're saying that two thirds of students voted for one thing, and the other one third voted for something else. That's all of the remaining students, and we're not adding the two groups together to get some larger result. We can fix E by using "the other" instead of "another."
We could correctly use "and another" if we were adding two different groups together to get a larger result:
50% of homeowners in the neighborhood have installed solar systems within the past two years, and another 30% say they intend to install solar within the next year, so clearly solar power is a popular option.
