Some social workers are circulating a petition calling for the provision of a reasonable state pension for rehabilitated drug addicts, to support them and reduce their likelihood of returning to drug abuse. Most members of the general public are rejecting this petition outright as they believe that this petition would be rewarding substance abuse. Why not A? Social workers believe that rehabilitated drug addicts be supported with state pension while general public opine that this would be rewarding substance abuse. Now, social workers criticize this viewpoint of the general public by saying that rehabilitation of addicts is not getting the attention is deserves from the govt.
I'm unable to understand why OA is C - abuse prevention must be viewed as an issue that is as important as rehabilitation - this would mean that the social workers are actually supporting the general public's viewpoint and not criticizing it, isn't it ?
