you have to look at the parallelism between two parts of sentence connected by BUT..

At their birthday party, the twins were eager to begin opening their presents X but quickly tiring of the project as the novelty of new toys wore off. Y....

lets see the choices..

two ways..
At their birthday party, the twins were eager to begin opening their presents but the twins were QUICK TO TIRE of the project as the novelty of new toys wore off.
B follows the pattern
At their birthday party, the twins were eager to begin opening their presents but the twins quickly tired of the project as the novelty of new toys wore off.
C and D are not exactly follow this..
C. tire quickly... change in tense - tired to tire
D. tired quick... change from adverb to adjective - quickly to quick

Please see sentence structure with (B) answer choice, it will be easier to understand

(C) tire quickly

"tire" present tense, every action in the original sentence is in the past.
Moreover we don't' have anything to be // to "tire"

I get the they are keen to open the present part, but what are they trying to finish, unwrapping / party?
