What difference it will make if candidate is willing to apply in R2? Will that reduce chances of getting into school? specifically talking about INSEAD

Well R1 and R2 Rounds does not have a significant difference. Probably you should go for the round when you feel more comfortable and prepared. Also, Initial rounds are good if you are looking for scholarships

Cbirole 1 and 2 are similar but the hurdle rate goes up in 2 as they have fewer seats to give out for *each citizenship* so if you are in an oversubscribed category aim for earliest round possible, especially if your credentials are borderline as well.
