Can someone explain why option E is wrong.

This is my reasoning..

surcharge = pay more money to dentist

if E is correct, the passage should argue that the dentists at the medical center always prioritize brusing and flossing over cosmetic density.

But the passage said 'not always'.

Premise : 1. There are discounts about brushing and flossing
2. The dentist discourage the use of purely cosmetic dental procedures by refusing to accept insurance on those procedures.

2 said only 'refusing to accept insurance'
: There is no mention that dentist do not offer discount about cosmetic density
So it is possiblt to use 'discount' concept to cosmetic density.


If the argument want to insist that dentist sometime prioritize coesmetic density, A is best.
( <-> always prioritize brushing and flossing)

I really have no idea which option to choose. A directly connects with the argument, but the idea of the argument is awkward.
C and D are out of scope.
In general, i think this question uses the outside knowledge, or concept; otherwise, I hardly catch the idea of the argument.

In general, i think this question uses the outside knowledge, or concept; otherwise, I hardly catch the idea of the argument.

I do agree with you to a certain extent that this needs the reader to bank on their knowledge of dental procedures to some degree. I was able to answer correctly because I had some prior knowledge from my recent dentist visits as to what constitutes an aesthetic procedure (whitening) vs. a non-aesthetic procedure (routine care, brushing, flossing) while orthodontics could be both, technically speaking.

Dentists above give discount on brushing and flossing but not give any insurance about cosmetic surgery.
It indicates that income from cosmetic surgery revenue is surely more than brushing and flossing as not giving insurance implies person has to go through cosmetic surgery again as their is no insurance.

Argument asks why they don't prefer brushing and flossing
Reason would be simple .it will not be their main source of income.thats why they offer discounts on them because if they value brushing more they would not give any insurance or discount as they do in case of cosmetic surgery.

Dentists are not giving discount on their main source of income.

So A is answer

In simple words, the author’s reasoning for Priority is determine by not offering the discount on products or promote the procedure.
PRIORITY => NO DISCOUNT,
it is supported by the premise “The dentists also discourage the use of purely cosmetic dental procedures by refusing to accept insurance on those procedures.”
With this understanding, we can deduce that -
The dentists do not always prioritize brushing and flossing over cosmetic dentistry, for if they did, there would be no ……

option A most suitable.
