A and B are out because of wrong comparison - like many other countries; needs to be compared with countries and not national conversation. On is required after than. Battle is between C and D.
Those vs That
Those or That would refer back to BENEFITS
We choose THOSE over THAT.

Hence, C.

My choice is D.

"That of" wins over "Those of" . Because here the comparison is in between " the benefits of self-determination and the benefits of Personal responsibility". Not sure if this is correct analysis  :|

vaibhav1221 is right.

"Like many other countries" needs to modify "our nation," not "our national conversation." A and B are out.

The parallel markers here are more/than. Whatever comes after "more" needs to match what comes after "than."

C) more ON THE BENEFITS than ON THOSE [benefits]
D) more ON THE BENEFITS of self-determination than ON THAT [singular]
E) more ON THE BENEFITS than PERSONAL RESPONSIBILITY

Notice that E is missing "on," and that's the main problem. We don't have to mention benefits again. Similarly, we don't have to have plural benefits in D, but if personal responsibility just has one benefit, then "that" has no antecedent, since the singular word "benefit" does not appear in the sentence.
