"Despite" and "Even though" in options (A) and (B) show contrast.
This is the structure of (B)
Even though the impact of Daylight Saving Time ... has been shown to be neutral at best ... some countries do not observe it.
When the impact of DST has been shown to be neutral at best, you expect countries to not observe it. Only if we see benefit should we observe it. But the impact is neutral at best (and there may be some negative impact). Then why would countries observe it?
The structure could be
Even though the impact of Daylight Saving Time ... has been shown to be neutral at best ... some countries STILL observe it.
Here, we see contrast. Even though there is no positive impact, still countries observe it. In option (B), there is no contrast but we are using even though. Use of even though is not correct then.

I went with B but I think I see why C is correct.
The keyword here is since, which supports the last part of the sentence- some countries do not observe it. 'Even though' and 'despite' explain the contrary research finding but not the fact that countries do not observe it. If we read the complete sentence and not just the underlined part, since the research findings are x, some countries don't observe daylight savings. Makes sense!
