My answer is (A).
Demand is one of "bossy verbs" that require subjunctive mood in "Verb + that + Subject + Bare Verb Infinitive" pattern. Eliminate (C), (D) and (E) as they break from the pattern.
With only (A) and (B) remaining, we can read them side by side and notice the problem with (B) relatively expeditiously: Noun phrase "A bill for reform of ..." is not parallel with infinitive "allocate funds" and "sponsor research".
Reject (B) and pick (A).
