A - Idiomatically uncorrect
B - This choice makes the most sense and preserves the correct tenses.
C - This makes is slightly ambiguous by using the work it so far away from the subject
D - Based sounds like the wrong tense
E - With the basis as is wordy and awkward.

"If you base something on facts or ideas, you use those facts or ideas to develop it"
So if " based on" is used then the statement should be
Built by Indian government, a universal temple of worship, expected to promote harmony among the masses, is based on designs from temple across India.
Using is better option.
Please correct me if I am wrong.
