Shouldn’t the question mention median property rather than median amounts of electricity? The wording, that too from an official question seems confusing to me here.

The median for these will be 3311th property

Finding the cumulative sum to see where this lies
0-4: 1370
5-9: 1370+1995 = 3365, it lies in 5-9

The median amount of electricity for the 6,621 properties is the amount received by the 3,311th property when the amounts are ordered from least to greatest.

The first 1,370 amounts are in the 0-4 range.

Adding the next 1,995 amounts from the 5-9 range brings the cumulative total to 3,365 amounts.

So, the median value, the amount received by the 3,311th property, falls into the 5-9 category.

Answer: A.

Can someone tell me why we find the median number of properties and not median group of electricity ?

Which seven amounts are you referring to exactly? For this question, that does not make sense.
