Rules:

1. S = M1
2. if P= M2 then P= M3 as well.
3. S= XM4( No M4 For sure)
4. if R=M3 then R=M1

So=> S=M1, R= if M3 Then M1, P= if M2 then M3

Option,
1st=> M2 and M4 both to P. If P=M2 then P=M3 as well so M4 can't be in P. So this is can not be true for sure(Y)
2nd=> R=M2, then P=M4, this can be and cannot be. So ignore.
3rd=> if R=M3, Then R=M1 for sure, so M4 definitely in P, which is exactly the option stating So this is must be true (X)

X= 3st option, Y= 1st option.

Now let go to each option 1 by 1
1.Measure 2 & M4 both applied to public zone - cant be true, since if 2 is applied, then 3 will also be applied. also each zome cant have more than 2 policies
2. If M2 applied to R zone, M4 will be applied to P zone - could be true, not must, since if 2 is applied to R, we can have S=1, R=2,4, P=2,3 satifies all conditions
3. IF M3 is applied to R zone, M4 must be applied to P zone- Must be true - since if R=3 then 1 will also come so, R=3,1, now S cant have 4, so 4 must be applied to P

M2 is applied to the Public zone, M3 is applied to the Public zone, then M4 cannot be applied to the Public zone as it is limited to 2 policies, hence M4 is Cannot be true statement.

X - MUST BE TRUE -
If M3 is in Restricted then M4 must be in Public.
Because if M3 is applied then M1 must be applied in restricted zone and as per the rules, no more than two policies can be applied.
Since M1 is already in Secure zone and now also in Restricted zone, M4 MUST be in the public zone since the policy must be applied in at least one zone.

Y - CANNOT BE TRUE -
M2 and M4 are both applied in Public Zone, since as per rules if M2 is applied M3 must also be applied and since no more than 2 policies applied, both cannot be applied to same zone.
The rest of the options can be true.

1. If measure 2 is applied to public zone, measure 3 is also applied to public one. Max 2 measures per zone. So measure 4 cannot be applied to public zone.

2. If measure 3 is applied to restricted zone, measure 1 also applies to restricted zone. security zone already has measure 1. so, measure 4 can only go in public zone

To check the options we need to build a setup that works.

S: M1, M2
R: M1, M3
P: M3, M4

Now lets look at the options.

Choice 1: If M2 is applied to P, then M3 must also be applied to P. That would put M2, M3, and M4 in P. But each zone can have at most 2 policies, so P cannot contain all three. Therefore, M2 and M4 cannot both be applied to the Public Zone.

Choice 2: If M2 is in the Restricted zone M4 will be in the Public zone This is not something that we can be sure of.

Choice 3: If M3 is in the Restricted zone M4 must be in the Public zone If M3 is in the Restricted zone then M1 must also be in the Restricted zone. Since M4 cannot be in the zone as M1 M4 cannot be in the S zone or the R zone. So M4 must be in the P zone. This has to be true.

Choice 4: M4 is in the Restricted zone We can make a setup where M4's in the Restricted zone so this is possible.

Choice 5: If Measure 1 is applied to the Restricted zone, then Measure 3 is also applied to the Restricted zone. This is not something we can conclude from the rules. The rule says: If M3 is in R, then M1 must also be in R. But that does not mean the reverse is true.

X (Must Be True): If Measure 3 is applied to the Restricted zone then Measure 4 must be applied to the Public zone.

Y (Cannot Be True):Measure 2 and Measure 4 are both applied to the public zone.

We have been given than M1 to M4 policies are to be applied across Security Zone, Restricted Zone and Public Zone.
Important to note that each policy will be applied at least once across the 3 zones.
Now there are certain constraints that need to be kept in mind
1. M1 must be applied to Security Zone. - Okay
2. If M2 is applied in "Public Zone", then M3 will also be applied in the "Public Zone" - Okay
3. M4 is not applied if M1 is applied - Now this gives us clearly that in Security Zone, M4 is not applied.
4. If M3 is applied to restricted Zone than M1 must also be applied to Restricted Zone - Which means that M4 will not be applied to Restricted zone (provided M3 is applied)
5. And no more than 2 policies can be applied to each zone

Now, with the constraints above, what must be true and what cannot be true:
1. M2 and M4 are both applied to the Public Zone. - Think about it, if M2 is applied to public zone, then M3 will also be applied to the zone (Constraint 2 above). And then M4 is also applied making M2, M3 and M4 in the same zone. Cannot be true - restricted by constraint 5 above.

2. If M2 is applied to Restricted Zone, M4 must be applied to public zone. - If M2 is applied to RZ, M4 can be applied or it may not be applied. There are no constraints around M2 and Restricted Zone together. Hence, this statement is not a "Must be True" or "Cannot be True"

3. If M3 is applied in RZ, M4 must be applied to Public Zone (PZ).- Think about it, as per constraint 4 above, M4 will not be applied in RZ because M1 will be applied. M4 cannot be applied in Security Zone (SZ) because M1 is applied as per constraint 1. And the policy must be present in atleast one of the zone making M4 a must be for Public Zone - Hence, must be true

4. M4 is applied to RZ - Can be true or cannot be. We don't know and there are no specific constrains around the 2.

5. If M1 is applied to RZ then M3 is also applied to RZ. - No always true. The constraint is that if M3 is applied to RZ, M1 must be not the other way around. M1 can be standalone applied to RZ without needing M3.

key deductions up from M1 is in S (rule 1) so M4 can never be in S (rule 3), meaning that M4 lives only in R or P. Each zone holds 1 or 2 policies.

Y = Row 1 (M2 and M4 both in public): M2 in P forces M3 in P (rule 2), so P already holds M2 and M3, full at 2. No room for M4. Impossible. Cant be true

X = Row 3 (if M3 in R, then M4 in P): M3 in R forces M1 in R (rule 4) so R = M1 and M3, full

M4 can't join R (M1 is there) and can't be in S, so M4 goes to P by elimination. Always holds and has to be true.

On Y, they're all possible, but Row 1 is airtight impossible based on the policies.

Consider Y (which cannot be true)

Option A measure 2 and measure 4 both applied to public zones which is not possible because as per highlighted sentence below each zone can have max two policies applied and no more than that if measure 2 applies then as per rule measure 3 applies automatically that means measure 4 cant apply.

Consider X ( must be true)

Option C - if measure 3 is applied to restricted zone then measure must be 4 is applied to public because if measure 3 is applied to restricted then measure 1 also applies to restricted so cant apply to restricted and secure is already off limits because measure 1 has already been applied there therefore only option applicable is public

If M3 is in R, then by Rule 4:

M3 in R ----> M1 in R.

Also, Rule 1 says M1 must be in S. So M1 is now applied to both S and R.

By Rule 3, M4 cannot be applied to any zone where M1 is applied.

Final Answers:

Assume M3 is applied to the Restricted zone. By rule, M3 on R requires M1 on R. Since M4 must be applied to every zone that has M1, M4 must also be on R. Thus R already contains its maximum of two measures (M1 and M4). Because every measure must be used at least once, M3 must be placed in another zone as well. It cannot be placed on S because S already has M1, which would force M4 there too, exceeding the two-measure limit. Therefore M3 must be on P. Since all four measures must be used and R is full, M4 must also be on P. Hence, if M3 is applied to R, M4 must be applied to P.

Statement 2 cannot be true.

If M2 is on R and M4 is on P, then M4 on P requires M1 on P. Since M1 must also be on S, both S and P would contain M1 and M4, leaving no room to place M3 while respecting the two-measure maximum per zone.
