I grew up about 25 miles from Ann Arbor, and spent a significant amount of time living near Raleigh-Durham. Just to be fair to Duke, Durham isn't considered to be the nicest of college towns, but Chapel Hill, home to University of North Carolina, is a classic American college town and only about 10 miles away. Chapel Hill is #40 on that list.
It really depends what you're looking for. Duke is a smaller, more insular campus, while Michigan's campus feels more like a part of the town. Personally, I like Michigan's better. However, the overall area in North Carolina is probably nicer, mostly because Raleigh isn't anywhere near as bad as Detroit, and it doesn't snow there most years, which may be a plus for you.
