First piece of advice, as always it not to compromise on quality in order to submit earlier to either school.
Linda Meehan of CBS told me that there is an advantage to applying to CBS "earlier than later" because spots fill up. January is when Columbia receives the bulk of its regular decision applications so after January you pretty much lose any "early" advantage. I would say you should try to submit to UCLA and CBS before 2/21 if at all possible.
If you can't, then apply first to the program you are most intersted in attending.
