A is wrong because unwilling to threaten is modifying the plan . which is wrong.

The 1st part of the sentence is a modifier,it doesn't have a subject.So,you need a subject right after the sentence.Who is unwilling to...?"the plan" can't be the one unwilling to...,"the mayor" should come after the modifying phrase.

Who was Unwilling? A person - The Mayor. Rest can easily be eliminated because of modifier error.
