Are you sure option B is the same way you've mentioned? Or is this your made-up answer choice? Because I don't see surpassing anyway in the answer choices, also its usage is ambiguous.

verb-ed modifier modifies the noun or the action.

verb-ing modifier

a) If separated by comma, modifies the preceding clause and associates itself with the subject.

b) If separated by comma, modifies the following clause or modifies only the subject.

c) If not separated by comma, modifies the noun.

The second sentence ideally should fall under first category. Although logically and gramatically, the second sentence is wrong.

The first point under verb-ing modifier If separated by comma, modifies the preceding clause and associates itself with the subject.

Ask yourself this question. Is diabetes itself surpassing heart disease and cancer? No right?

OR

Is diabetes involved in the action of surpassing heart disease and cancer? No right? The sentence does not have any logic.

Now let's consider this sentence

John cleaned his car, using vacuum cleaner.

verb-ing modifier using vacuum cleaner modifies the preceding clause and also tells us how John cleaned his car.

Understand the logic here?
