By 1973 the NOIC had terminated the Western Oil Consortium's management and operational activities, leading to the pressure on the NOIC to raise its oil output.
In the above senstence, 'leading' is a verb-ing modifier, it presents the result of the preceding clause. However, a verb-ing modifier is supposed to make sense with the subject of the preceeding clause too. here, the subject is 'NOIC' . According to my understanding, NOIC didn't lead to pressure on the NOIC, it is the event that did. Therefore, isn't the usage of the verb-ing modifier in this case incorrect?
