Work Experience:
Marine Corps Officer
Recent deployment to Afghanistan
42 months of work experience as a logistics officer in two different combat units
Progressive increase in size and scale of responsibility, top fitness reports
Academics:
GPA: 3.1 (Ivy League Undergrad)
GMAT: 660 / AWA: 6.0
Two additional graduate courses via University of Wisconsin, Madison (4.0)
Extracurricular:
Mostly in college...
Four Years, Naval ROTC
Student Government President
Fraternity President
University leadership scholarship and a senior honor society
Recommendations:
Former supervisor
Former supervisor's supervisor
Regional chief instructor for a two-year professional schools program for Marine Captains
I used Essay #4 to address the low GPA, describing up to 25 hours / week of ROTC commitments and up to 3 part time jobs that I held to put myself through school.
I received an e-mail from an admissions officer a few days after the deadline to tell me my application was being reviewed, to clarify my upcoming move to NYC, and to ask me to place my new job in the NYC area on my resume and work experience document. I had left it off because I had not started the job yet.
I would appreciate any thoughts you have on the strength of this overall package. I understand its my GPA / GMAT pair that are low, however, I do know that the part time programs are a little less stringent, and that an active duty student in NYU's part time program would be rare. (No big bases around NYC).

You have a strong application and you are correct that part-time MBA programs tend to look more at a candidate's work experience, as opposed to their GMAT score and undergraduate GPA. You certainly have some excellent leadership experience as well.
My concern in your GMAT lies in the fact that it is substantially lower than the average. Let's consider Chicago Booth (which has a similar GMAT score to NYU). The school has an average GMAT score of 720, with an 80% range of 660-760. This means that if you applied, your score would be in the bottom 10th percentile. This does not necessarily mean you wouldn't be accepted, but it is not a preferable position to be in.
Other than this point, you do have a strong application. As a note, do not underestimate the importance of your personal essays and letter of recommendation.
