Hi,
I got waitlisted in Duke/Tuck/Ross
I want to ask an admission consultant if you think my low TOEFL (104) could be a main reason? (Got strong gmat 96% , balanced on 90%)
Should i RETAKE the TOEFL (or PTE instead?)
(I know I have other shortcomings in my application)

My approach would be to ask the schools directly, possibly with whomever interviewed you. That individual could comment much better on your ability to communicate more than a mere test score could.
But, you should most definitely retake the TOEFL if your score is below the minimum score that those schools require.
Maybe, as an alternative wait list strategy consider attending those schools events in person and demonstrate in person your mastery of the English language and continued interest in their programs.

I'm sorry, but I can't say without knowing what the other shortcomings are whether the TOEFL is more or less important than the other factors. Usually, if your TOEFL meets the minimum, you're fine. And if it doesn't meet the minimum, it's a big problem and you wouldn't be on the waitlist. If you think English is an issue, take an English class or join Toastmasters to show you are working to improve your English abilities.
