gmat 690 45q 39v, IR5

- taken 12/12/15
UG gpa 3.2 from state school. Degree in economics. (extenuating circumstances leading to gpa to be discussed in optional essays. mother was ill)
Solid in math based coursework in undergrad, but not sure if this will offset low quantitative gmat score.
Work experience - finance and entrepreneurial background, 4-5 years experience
Looking to switch careers and move into consulting.
Mock gmats scored 700-720 range. Scored on low end for quant and verbal vs my mocks. IR was a disaster on the real thing. Scored a 5 vs consistent 8's. Awaiting awa score.
target schools include rice, emory, mccombs, foster.
Are there "safety" schools I should look at with this profile for R2? Is R3 a viable option?
Ideally, I would like to land at mccombs or emory, but I don't know how competitive my profile is.
While I do plan on retaking the gmat and targeting a 720+, I want to know if I have a good shot at any of the aforementioned programs. I do not wish to apply for top 5 or top 10 programs. From what I have seen, my stats seem to fall in line with the median/mean reported by these programs.
How can I make my application attractive for R2 deadlines? Is it worth retaking the gmat and applying in R3 or should I just roll the dice how it stands now?
Any help would be immensely appreciated!
