i want to share my profile data and maybe you would give me advice for whether to apply mit, wharton, harvard, berkeley or stanford mba programs. Would you give me a chance for these top schools with this profile?

8 years of work experience in Ministry of Finance (Turkey) as a Tax Inspector
Recommendation letters are from; 1- minister of finance and 2- undersecretary of the ministry
Wrote 21 articles about tax and finance, published in peer wieved journals in Turkey
Conducted 3 seminars and a number of lectures about tax and finance for CPA's and businessmen
TOEFL 260 CBT
GMAT 700
GPA 72,16 over 100
Bachelor of Economics major in Public Finance
i have to indicate that i have never been abroad, i have no international experiences. i have been assigned as the leader of some task forces performing financial audits. and i have been considered as a succesful team leader.
i am the vice president of tax inspectors association, and representative of tax inspectors foundation, and also technical secretary of tax and finance related journal in my country. do you think these would contribute to my profile and also, which schools do you advice me to apply with this profile. ?
and one more thing i forgot to indicate;
i am fully sponsored by the ministry of finance. i have been awarded with a full scholarship to study MBA for 2 years in the States, by the Turkish Government. Do you think it will make sense for these schools?

The fact that the Turkish government will sponsor you speaks well of you. The main challenges for you, I think, will be 1) showing career progression and a record of achievement on the job, and 2) having a good reason for why you want an MBA (esp. an American MBA). You're old enough now that top business schools will expect to see a history of accomplishments and of having a positive impact on the organization around you.
Re: your letters of recommendation, just be sure that the people who are writing them actually know you well and can speak about your strengths and accomplishments. Recommendations from people with big titles, but who don't actually know you well, will not help your application.
Your chances at top schools like HBS, Stanford, or MIT are probably somewhat low unless you can demonstrate some real accomplishments on the job. Your chances at Haas, Duke, Cornell, or NYU will probably be better.
