As a re-applicant you tend to get the same interviewer in my region. Do you recommend changing the interviewer if its the same one?

What a situation to find yourself in! Regardless of your last outcome (rejection), how did you experience the interview?
This person will probably remember your first impression from the last interview and look for evidence that you have improved and developed since your last application. I do not think it's a good idea to specifically ask for a change of interviewer unless this person has done something particularly unpleasant (which does not seem to be the case). Your request for a change of interviewer when you reapply could also be seen as a lack of confidence after a failure.
Therefore, I would suggest that you prepare yourself in every way possible and make a strong appearance.
