How was your rapport with the interviewer last time?
If you feel positive about them, go ahead with the same interviewer. They may recall your profile/ conversation and appreciate the fact that you are re-applying (i.e. not giving up, and it demonstrates your interest in the school). You could then use the interview as an opportunity to explain the updates in your profile since the last interview, why you are still keen on Columbia, etc.

What a situation to find yourself in! Regardless of your last outcome (rejection), how did you experience the interview?
This person will probably remember your first impression from the last interview and look for evidence that you have improved and developed since your last application. I do not think it's a good idea to specifically ask for a change of interviewer unless this person has done something particularly unpleasant (which does not seem to be the case). Your request for a change of interviewer when you reapply could also be seen as a lack of confidence after a failure.
Therefore, I would suggest that you prepare yourself in every way possible and make a strong appearance.
