I tossed A and B just on account of Subject Verb agreement.

I believe subject is "price" and that as a consequence, "have" should turn into "has".

That said, answer choice D didn't work for me because "climb further up" appeared redundant.

That left me with C and E.

C appeared to obviate the "heads of the governing bodies" from any responsibility by using "the" in the last word as opposed to "their".

Hence, I went with E.

All options with 'have' get eliminated: because of 'price' being singular.
between has and may:
may continue to climb includes the information that they have been climbing - so this is more concise way of saying as compared to D.
also, monsoons failure cant be called 'their' failure on the basis of what the statement is saying.

daagh  : It's a good question as concept of redundancy is tested in option D&E. And S&V agreement in A&B. My only concern in option C is that the sentence ends with 'the dismal performance', does DP refer to monsoon or the governing bodies.? IMO, if their is used then it shows a poor performance of the heads to control prices.? Am I thinking too far ahead.?

As a matter of fact, ‘their’ should refer to the dismal performance of the price of the vegetables and staples meaning a very negative increase. . Note that the price is singular while the pronoun is plural, but it certainly does not refer to the economists; It wouldn’t be logical to think that the heads took a casual view of their own dismal performance. One may at best argue that the pronoun may pertain to vegetables and staples. OK, but should we entertain a pronoun with so much argument? That is why I thought best to get away from that muddle.

One thing which jumps out immediately is "climb further up". Climb and further up are redundant, so A, B, D are out.

Between C and E, C is better because it concise and provides the meaning without any noise.

to be honest, i Picked E, because i misread the answer choices..
please format the question as it should be.. I thought that in C - we have "the head of the governing bodies took a casual view of the" - and picked E instead...

I would pick C as the best option.

Options A, B, and D contain 'have risen/has risen.'
The heads of the governing bodies need no warning of what has already occurred.
These three can be eliminated.

The key difference between C and E is the usage of climb vs climb further.
The options read 'continue to climb/continue to climb further.'
The presence of 'further' when there is already a 'continue to' seems redundant.

Therefore, I'd further eliminate E and settle on C, as the answer.
