Generally, 'if' is used when there is an uncertainity, as is the case where 'wonder' is used.
'whether' is used when 'yes' or 'no' are the only two possibilities, as in the case where 'question' is used.
So, I would eliminate A, B and E.
D is incorrect because 'their' and 'a person' are ill-matched.
C should be the winner.
