Interesting problem. I don't like A because of the What is/was break. B/D/E are clearly wrong because of the "has been". Leaves C. OA. However, I'm actually wondering if the what is/was break is grammatically incorrect. Anyone know for sure? Either way, C is clearly a better phrase which makes it the obvious choice.

pls explain, why "has been" in b,d and e is wrong. this question is similar to a question in og10. but the og explanation as usually, is not enough detail.

I am happy to see the a person with V47 said that this is hard one. I see it very hard.

Hi Mate,
B,D and E are wrong because the time reference in the intended sentence meaning is 1950's - the comparison between "allowed" to "produced" - thus clearly the referent is past event. So, we cannot use has been....
Simple past "was" complements "allowed" best

The setting of both the events of writing the satire and premiers allowing occurred in the past; While one of them is correctly marked in a past tense, there is no justification for the other one to be expressed in a present or present perfect. That is the reason choices A, B, D and E are invalid. C tactfully avoids the reference to the shift of tense and prevails.

I know this is an old comment,

but B is wrong because if you ignore the modifier, it reads as:
"The thing... was the fact..." makes no sense
