I doubt "B" is the correct answer. Answer to important question "why the ladies decided to use the last year's decoration" is missing from the answer. "D" is another answer that looks plausible, but it has meaning changed. It seems to indicate to a particular decoration that was used last year to save money.
I choose "A" as the correct answer.
Please explain why "B" is correct.
