"Research IN" is correct, but "development OF" is correct. When used in combination, ideally the usage should be "...research in and development of new technologies".

so the problem with choice A is that it says research and development IN .You say research in 'Something' and development in 'Something' but you need to say research and development OF because according to the sentence you are doing a research and development of new technology which is not a singular area but a much boarder topic and so D is correct.
