Over the course of time says its an ongoing activity. Ie. Has developed. Had developed is past perfect used when followed by another past activity. Here no other later past activity is mentioned so present perfect is good to use.it boils it down to B,E.

Sense of articulate speech is singular. So, E.

The process of mind is still valid now, so present perfect tense is preferred here. Eliminate A, C and D.

In B, "which" should refer to "a sense of articulate speech", but "which" is too far from "a sense of articulate speech". This makes sentence awkward.

E is the answer.
