its a simple case of parallelism, not only X but also Y
Where X and Y need to be parallel.
Only option E follows this structure.
Note:
Sometimes " Also" can be omitted from the " but also ".
Hence not only X but Y is correct sometimes. ( Provided there are no other errors in this structure)
