Please elaborate your queries in future - without knowing your doubt, it would be difficult for someone to address it properly. Assuming that you have a problem between A and C, the general explanation is as follows:

The verbs "create" and "understand" are in parallel. Hence option C is correct.

One may argue that option A is also correct, but given the sense of the sentence, you create mechanisms to capture the voice, and then using the captured voice you understand the view. The mechanism is not to (directly) understand the view. Hence option C is better than option A.

Between A and C, I believe the two Infinitive phrases are intended to be in sequential order as opposed to the 'usual' two independent events.

This is quite evident from the meaning of original sentence.

Hence, Choice C

Why is A not correct? Shouldn't it be to capture and to understand?

Let me try to explain once again. The mechanism is just to capture the voice ( probably by some feedback forms or questionnaires), NOT to understand the captured voice (i.e. interprete what is written on the feedback forms / questioannaire). The understanding part (i.e. interpreting the feedback forms / questionnaire) is by "you", not by the mechanism.

To be more clear if you wanted to set up a mechanism both to capture and to understand, then there has to be an A.I./ computer program buit in the mechanism that would interprete the feedback.
