MANHATTAN REVIEW OFFICIAL EXPLANATION:



The correct relevant idiomatic expressions are ‘regard as’ and ‘consider to be’. Eliminate B, C and E. D has the wrong tense. Choice A is the correct answer.

The correct idiom is "regard as" or "consider to be".

Hence, A is the correct answer choice.
