baru , bro, this is the subjunctive mood construction. The 'should' in option D and C are redundant with - 'requested'. For that reason, they're both out.

And for D specifically, the modifier "hung in Louvre" must actually modify Mona Lisa and is awkwardly placed ahead of it.

Further, some students may be confused about the usage "France return", thinking that it should be "France returns". Since the nature of information is subjunctive, base form of the verb is needed. Hence, "return" is the correct usage.

Here is the official explanation. I see that the answer choices in the original thread here are just a bit different (option C in the original question does not have "should", it has a more nuanced mistake); may be the person who wrote the question made some manual mistake. Anyway, the video explanation should still help-

Meaning analysis: George Clooney was doing a promotional tour for the movie The Monuments Men. During the tour he requested that Mona Lisa which is currently hung in Louvre museum be returned by France to Italy which is the country of its origin. IMO POE:

A. Hung in the Louvre museum, George Clooney, during his promotional tour for the movie The Monuments Men, requested that France should return the Mona Lisa to Italy, the country of its origin. (George Clooney was not hung in the museum, eliminate)
B. Hung in the Louvre museum, Mona Lisa be returned to Italy, the country of its origin, was George Clooney's request to France during his promotional tour for the movie The Monuments Men. (Mona Lisa cannot be returned to Italy while hanging in the museum, eliminate)
C. George Clooney, during his promotional tour for the movie The Monuments Men, requested that France should return the Mona Lisa, hung in the Louvre museum, to Italy, the country of its origin. (Should is incorrectly used as mentioned by other forum experts due to subjunctive clause)
D. George Clooney, during his promotional tour for the movie The Monuments Men, requested that, hung in the Louvre museum, Mona Lisa should be returned to France to the country of its origin, Italy. (Similar to B, Mona Lisa cannot be returned to Italy while hanging in the museum, eliminate)
