We've got the evil word " being " in this answer choice. And it is, indeed, functioning to put this answer choice in passive voice. So we're going to choose to hate this answer choice and hope we find something better.

I don't  hate  this answer choice. It conveys the correct meaning, but it is certainly a mess. The modifiers really make you think about which modifier is modifying which clause, which is not fun. Nor was the previous sentence I just wrote ¯\_(ツ)_/¯

Let's just look at the sentence structure:  Modifier, Subject, modifier, verb phrase, modifier.

This is much more simple! The opening modifier is modifying the subject,  Cricket World Cup . Everything after the subject is in a nice and simple grammatical construction and forms an independent clause.

"The World Cup is one of the most viewed sporting events in the world." -  Independent clause.

Modifier error.   What is being "sponsored by the ICC?" Well, according to this answer choice, the   over 2 billion television viewers   are. That's illogical!

Eliminate.

In my opinion, this one  sounds  fine. But we don't care about sound. Notice that we have two independent clauses. That's a  comma splice !

Sentence structure: Independent clause, dependent clause, independent clause.

Eliminate.

Between (A), (B), and (C), we'll eliminate (A) for  passive voice.

Between (B) and (C), we'll happily choose (C) on the grounds that it is more clear and concise.

(B)  has three separate modifiers:  Modifier, Subject, modifier, verb phrase, modifier.

(C)  Contains all of the same information:  Modifier, Independent clause.

D.  Televised in over 200 countries to over 2 billion television viewers sponsored by the International Cricket Council , the Cricket World Cup is one of the most viewed sporting events in the world -  2 modifiers are not separated by comma or a noun. Actually nothing

E. The International Cricket Council sponsors the Cricket World Cup,  one of the most viewed sporting events in the world , it is televised in over 200 countries to over 2 billion television viewers -  2 independent clauses cannot be separated just by a comma. This makes it a run-on sentence.

(C)  is the correct answer

Isn't "Televised in over..." modifying ICC rather than "Cricket World cup" in above sentence ? Ideally, it should modify only Cricket WC. 
Perhaps, "ICC sponsored" is a modifier modifying Cricket WC but isn't it clumsy ? I mean modifier, modifier Subject+ Verb phrase. 
Can you please explain ?

Yes,  Shadyshades , the modifier ahead of  Cricket World Cup  in answer choice (C) is lengthy, but it is functional. And yes, the  televised  phrase does correctly modify the World Cup. It may help to use the very abbreviation you wrote above to test the sentence for grammatical soundness and clarity:

C.   Televised  in over 200 countries to over 2 billion viewers,  the    -sponsored   Cricket World Cup  is one of the most viewed sporting events in the world

There is no problem to be found, unlike what we see in answer choice (B), the only other option worth considering, with its needless repetition of  viewed/viewers  and  televised/television . Viewed by viewers? In the active voice, that part of the sentence would say,  Over 2 billion viewers viewed one of the most viewed sporting events . What a mess.

Perhaps the issue makes more sense now. Thank you for thinking to ask.

Sorry but I beg to differ. I believe when we have two back to back modifiers that modify the common noun, they must be connected by conjunction "and". That's what we are missing in option C. 
Please correct me if I am wrong.

You are welcome to disagree,  Shadyshades , and I did not say that I would choose to write the sentence the same way it appears in answer choice (C), but it is the best option of the five, and it is not incorrect to stack modifiers in the manner we are discussing. The following sentence, for example, is perfectly legitimate:

Expressing his wishes that he could run for President, Austrian-born ex-California governor Arnold Schwarzenegger said that he has no plans at present to return to politics.

The hyphen makes it clear to a reader that a modifier anticipates the noun it modifies. With a three-part proper noun like the ICC in the sentence above, it is not necessary—and would even be unconventional or improper—to place hyphens between each word, as in  International-Cricket-Council-sponsored . The one hyphen at the end achieves the desired effect. When dealing with similar modifiers that are not capitalized, the convention is to place hyphens between each word:  The old apple-a-day-keeps-the-doctor-away advice is just as applicable in the 21st century as it was in the 18th.
