In this question Due to must be used instead of because, since "scarcity of clean water" or "escalation of ops cost" is noun. We use "because" with verb and "due to" with noun. As per my understanding, D should be right answer. Please correct me if I'm missing anything.
In this sentence, the non-underlined portion describes an event that has occurred.

The underlined portion presents information that explains WHY the event described by the non-underlined portion occurred.

Thus, it's correct to use "because" or "because of" to introduce a clause or phrase that explains why the event occurred.

So, if the sentence had been "Due to escalating operational costs many large organizations are looking to shift base to places where the resource is cheaper.", it would have been correct?
