Because scarcity of clean water has caused operational costs of businesses to escalate, many large organizations are looking to shift base to places where the resource is cheaper.
A. Because scarcity of clean water has caused operational costs of businesses to escalate,
A states the cause and effect relation clearly (scarcity of water----> high operational costs----> businesses shift base)- correct!
B. Because of escalating costs of business operations, which is due to scarcity of clean water,
1)which modifies operations - wrong!
C. Because operating costs of businesses have been escalating, which resulted from scarcity of clean water,
1)which modifies escalating!- wrong!
D. Due to escalating operational costs of businesses from scarcity of clean water,
with cause and effect relations its always better to state the cause first and then the effect in that order to have a better meaning!- D is inefficient
E. Due to scarcity of clean water, with the result that operational costs of businesses have escalated,
scarcity of water= cause; escalated operational costs= effect
option E states that the two events(scarcity of water and escalating costs) are happening together at the same time- option E disrupted the cause and effect relation- wrong!

In this question Due to must be used instead of because, since "scarcity of clean water" or "escalation of ops cost" is noun. We use "because" with verb and "due to" with noun. As per my understanding, D should be right answer. Please correct me if I'm missing anything.
