Sentence talks about “a fact”. Facts are always written in simple present tense.
Only B and D survive, removing options — A, C, E— because of different tense than present tense.
D has that has been bringing — this is present continuous tense, a thing started in the past and still continues. It is not the same tense as simple present tense.
