(B) Mt Vernon has air pressure lower than that at- Correct
(D) Mt Vernon also has air pressure lower than that at- also is redundant because the sentence starts of with In addition to
(E) Mt Vernon has air pressure lower than - Mt Vernon does not have air pressure lower than Mt Washington. Wrong comparison.

A & C out because of incorrect comparison - the word after comma should denote the entity that is taller than Mt. Washington.

E - Incorrect Comparison - Air Pressure compared with Mt. Washington.

Between B & D, D is redundant due to usage of "also" when the non-underlined portion already has "in addition to".
