My answer is (B). It took me 33 seconds.

(A) Between Implementing and Implementation, prefer the proper noun.
(C) "several of which" dictates a subordinate clause instead of Comma+FANBOYS (for subordinate sentence)
(D) Firstly, "being implemented" is almost always wrong. Secondly, "several of which" should ideally follow its antecedent.
(E) Firstly, "as to" is not needed. Secondly, "several of which" should ideally follow its antecedent.

Their vs its- in this sentence their or its is refer to the Manufacturing company whiich is singular so use of their is incorrect
Eliminate option-A and D

Implementing vs implementation- implementing is a gerund and implementation is proper noun - prefer proper noun

A) to oversee the implementing of their new safety regulations,- incorrect According to above statement

B) to oversee the implementation of its new safety regulations,-correct
which correctly modifying to new regulation

Use of being is always red flag in gmat when it is use as a helping verb
