The statement can break into two parts.
1) The gap in the ozone hole over the North Pole can expand........
2) The gap in the ozone hole over the North Pole can .........
Expand has to be parallel to another verb in a present form that is "increase".
Only D aligns with the statement. Answer is D

B. that regions as far south as Sweden have been exposed to heightened UV radiation, as well as having increased.......prsent perfect for expose is not correct here.
C. to expose regions as far south as Sweden to heightened UV radiation, increased.......Increased---modifies what?
D. to expose regions as far south as Sweden to heightened UV radiation and increase....looks good
E. that exposure to heightened UV radiation in regions as far south as Sweden, as well as increasing........as well as increasing? same as A. ||ism?
