This question has 2 types of issue : Subjunctive + Pronoun agreement. 
Pronoun Agreement: they vs it, they refers to Swathes, which is plural so they is correct. Eliminate B,D,E
Subjunctive: now the trigger word for subjunctive here is  requires , as per multiple sources(MGMAT, Egmat) we can use both infinitive or bare infinitive form of the subjunctive verb with the subjunctive indicator  require 
so both to be grown or are grown is fine, then why is C preferable over A ?

Passive Construction : X are grown by Y.

In Subjunctive: He requires that X be grown by Y. (Correct)
