But those figures only tell part of the story. Not everyone drinks. When abstainers are excluded the national averages look extremely different.

What is the role played by the two bold face statements in the above passage?

A. Bold face 1 is the author’s opinion; Bold face 2 is a fact which contradicts that opinion.
B. Bold face 1 is a fact which supports the main conclusion of the argument; Bold face 2 is that conclusion.
C. Bold face 1 is an implication of a finding; Bold face 2 is another implication of the same finding.

I'm responding to a PM on this thread. This does get tricky between D & E, especially since there isn't a strong conclusion in the argument. My understanding from the argument is that B, M, & R have big drinkers, but the numbers include those who don't drink, so the average amounts of drinking for drinkers is actually even higher than the original findings (conclusion at the end). [Both the status as big drinkers and the info that not everyone drinks support the conclusion]

A - BF 1 not an opinion; BF 2 is not contradictory
B - BF 1 is a fact but it doesn't really support the main conclusion; BF 2 is not a conclusion
C - BF 1 is an implication of a finding (the amount of per capita drinking); BF 2 is not another implication of the original finding
D - BF 1 is an implication of a finding (the amount of per capita drinking); BF 2 is an observation in support of the conclusion - CORRECT
E - BF1 does not oppose the main conclusion, BF 2 is another fact that in part supports the conclusion

I moved your bold around a little bit. The bold-faced section states that B, M & R are the biggest drinkers in the world (really the people from those places). The debate is on what is an implication and what is a finding. A finding is a piece of data that results from research. The WMO released a report that showed that people from B, M & R "quaff" between 15 to 18 liters per adult annually - that is a piece of data from research. An implication is some analysis we can perform or mini-conclusion we can draw from data. Since we know that these people drink 15-18 liters/year, we can imply that they are the biggest drinkers in the world.

Conclusion : last line.
BF1 - some background info that is nothing but a fact.

Only D says that BF2 - supports the conclusion - Answer should be D.
