This question is all about finding the hidden assumption, thus we can use the Logical approach.
From the fact that most of the people in the meeting voted for the proposal, the president concludes that most people in total will vote for it. This means he assumes that the people in the meeting are representative of the people in the community at large.
Since we are seeking to weaken (cast doubt) this conclusion, we will violate the assumption: what if the people outside the meeting are different than those inside? what if, specifically, they are less likely to support the proposal? This is exactly what E tells us - and thus it is our answer.

Gladly. While C does indeed cast doubt on the suggestion that a guard gate is a good idea, and thus maybe it suggests that the people of Coral Isle shouldn't vote to approve one - it tells us nothing about what they will actually do (which is what the president's argument is about). I
f we were told that this is new data that the people in Coral Isle had just found out, then maybe it would work - but we know no such thing. apparently, even though is the case, a majority in the meeting voted to approve it. Thus, this data doesn't help cast doubt.
