I think OA should be C and not E.
If the arrivals of the new flights will occur during off-peak hours then a 10% increase in number of gates can handle the increased traffic without causing any delays and hence strengthens the airport officials statement that the additional gate capacity will be sufficient to offset the greater flight volume.
