(A) The implementation of the legislature regarding a certain lenience towards the consumption of specific intoxicating substances in Regnalia was performed through well-paced democratic procedures. (implementation is irrelevant -> DROP)

(B) In countries where all drugs are illegal, youths are no less attracted to them although to buy them they are forced to interact with retailers who, in such circumstances, are always linked to organized crime syndicates in order to be able to obtain goods. (YES: because it was illegal, so the crime was higher before the change)

(C) In contradiction to previous misconceptions, youths involved in crime or in drug abuse do not necessarily originate from homes suffering from extreme cases of social or economic hardship. (about youth involved in crime is irrelevant)

(D) It would be false to state that the Regnalian officials responsible for enforcing its drug policy and for punishing those who cross the laws' clear boundaries are not endowed with sufficient power and freedom of operation to effectively combat the country's illegal activities. (officier power and freedom is irrelevant)

IMO: D
Premise – Regnalia implemented controversial legislation, resulting a gradual transformation into an international trading hub for illegal merchandise and services.
Outcome: the country reports drastic drops in the incidents of crime and drug abuse by its youths.
Option D states that In countries where all drugs are illegal, youths are no less attracted to them hence, this indicates why a there is a drop in crime and drug abuse in Regnalia

Just over ten years ago, Regnalia, a developed, financially secure, and liberal-minded country, implemented controversial legislation, despite pleas by neighboring nations, allowing the use, sale, and ownership of certain recreational drugs in accordance with various restrictions. Although the passing of the new laws resulted in Regnalia's gradual transformation into an international trading hub for illegal merchandise and services, the country reports drastic drops in the incidents of crime and drug abuse by its youths.

Which of the following, if true, best resolves the above paradox?

So, the paradox is: even after passing the law that permits the use and sale of recreational drugs why were the crime rates still low. Any option answering the said question should be the right one!

1)This doesn't answer the question stated above. This option talks about democratic procedures and not why the drug-use didn't cause crime rates to rise.
(B) In countries where all drugs are illegal, youths are no less attracted to them although to buy them they are forced to interact with retailers who, in such circumstances, are always linked to organized crime syndicates in order to be able to obtain goods.
Irrelevant!

Irrelevant as we are not discussing the cause of crime!

Exactly! Even if they are allowed to use/sale recreational drugs. The law authorities have helped curb the crime rates!

this option explains the relation of youth with crimes but one missing gap: interaction with crime . Does interaction lead to crime? Even if leads to crime? what about law enforcement in the country ?lets keep on hold

Government allowed the use of recreational drugs under several restrictions --- There was a reduced incidence of drugs and crimes among youth.

We need to resolve the paradox. To do that we need to explain why even after legalizing the use of recreational drugs there was reduced instances of drug and crime among youth. Option B does the best to resolve the paradox completely .

(B) In countries where all drugs are illegal, youths are no less attracted to them although to buy them they are forced to interact with retailers who, in such circumstances, are always linked to organized crime syndicates in order to be able to obtain goods.

The standard of writing in this question is so poor, it hardly makes sense to even think about it. In the stem, they mean to say the "passage" of the legislation (not "passing" which means "dying") and they mean to talk about the "incidence" of crime (i.e. the crime rate), not the "incidents". They mean to talk about drug "possession", not "ownership". Answer B describes street drug dealers as "retailers". Answer A isn't even in English (I assume they mean "legislation", not "legislature", but even then it doesn't make sense). How are we supposed to even guess what a question means when it's not even using words correctly?

Even the logic of the question escapes me. If a country legalized everything, the crime rate would fall to zero, because nothing would be a crime any more. So if a country legalizes drugs, you'd naturally expect the crime rate to fall, because fewer things are crimes. So there isn't much of a paradox here, at least as far as the youth crime rate drop goes, even with the information that the country for some reason became a hub for illegal trade of other kinds. But answer B doesn't do anything to explain why youth drug use changed (in fact, it says the opposite -- it says youths are equally attracted to drugs regardless of whether they're illegal), so it doesn't resolve the one part of the "paradox" that actually needs resolution.

It's just not a good question.
