To minimize one quantity maximize other.
160*2.5 (max possible amount of food a guest could consume) = 400 pounds, so there must be more than 160 guests, next integer is 161.
Answer: B.

Actually, the answer is 161 guests.
161*2.5 =402.5 pounds total, hence we can still get to 401 pounds if the last guest ate 2.5-1.5=1 pound.
So solution is 160*2.5 + 1*1 ---------> 161 guests
