Since we're trying to find absolute values here, we may mirror the points on the negative side to the positive side by folding them over 0. Comparing absolute values means we only care about the magnitude. In other words, the absolute value is how far the point is from 0.
The value with the least absolute value will be the point closest to 0, which is C. The value with the 2nd least absolute value will be the next point closest to 0, which is B. If we were to put these points in order we would have |C| < |B| < |D| < |E| < |A|.
