3/4 of the votes were valid, and the other candidate received 48% of them, so the answer is
(3/4)(48/100)(8400) = (3/4)(48)(84) = (3)(48)(21)
which has a units digit of 4, so C must be right.

SOLUTION:
Total number of valid votes =(100-25)%=75%=75/100 * 8400 =6300
Percentage of valid votes by the person who was defeated =(100-52)%=48%
=(48/100) * 6300
=3024 (C)
