\( \frac{ a}{b}\)=1.96 = \(\frac{196}{100}\) = \(\frac{49}{25}\)
If we will try to reduce a and b further they will become decimal, but we are told in question that a and b are positive integers
So a =49 b=25
a+b = 49 + 25 =74
Hence IMO B
