Lets consider option (1) :
This option only tells us about the number of items but nothing about the cost. Thus we cannot use this to comment on the cost however it might be useful to keep this in mind that she has 5 items in the bag.
Lets consider option (2) :
This options tells us only about the max cost but not about the number of items. For total price we need : a) cost of each item b) number of items.
This option however tells us about the costliest thing in the bag.
Now consider 1 and 2 together :
If we assume that all items have the same cost and that cost is equal to the costliest item in the bag then we will get the max cost of the bag.
Max cost = Costliest item's price * number of items
= 4.99 * 5
= $24.95
Now Max cost < $ 25
thus the price of the bag is less than $25.
Hence the answer would be : C

Statement 1 :- There are 5 items in Andrea's shopping cart.
Consider all the items are priced at $1 each, therefore total price($5) is less than $25.
Now consider all the items are priced at $7 each, therefore total price ($35) is more than $25.
Thus, Statement 1 is insufficient
Statement 2:- The price of the most expensive item in Andrea's shopping cart is $4.99
Let there is only 1 items in the cart, then total price($4.99) is less than $25.
Now, let there are 10 items in the cart and each costs $4.99, then total cost($49.9) is more than $25.
Thus, Statement 2 is insufficient
Combining 1 and 2,
Consider all the 5 items are of maximum price i.e. $4.99 each.
Then also maximum total price($24.95) is less than $25.
Therefore, Sufficient
