Usually the program would have a list of apartments or a bulletin board where local Landlords may list housing for graduate students. I also recommend getting in touch with second year students who are leaving and may pass on to you some great apartments as well as a ton of household items
Roommates are good. I recommend roommates from another culture. You will learn and experience a lot more than by playing it safe and being with a person from your culture.
